Ingredients
  

1 cup all-purpose flour

1 cup granulated sugar

2 teaspoons baking powder

1/2 teaspoon salt

1/2 cup unsweetened cocoa powder

1 cup milk

1/2 cup unsalted butter, melted

1 teaspoon vanilla extract

1 cup brown sugar, packed

1 3/4 cups boiling water

1 cup semi-sweet chocolate chips

Optional: vanilla ice cream or whipped cream for serving

Instructions
 

Preheat your oven to 350°F (175°C). Grease a 9x13 inch baking dish and set it aside.

    In a large mixing bowl, whisk together the flour, granulated sugar, baking powder, salt, and cocoa powder until well combined.

      Stir in the milk, melted butter, and vanilla extract until the mixture is smooth and well incorporated.

        Pour the batter into the greased baking dish, spreading it evenly across the bottom.

          In a separate bowl, mix together the brown sugar and cocoa powder. Sprinkle this mixture evenly over the batter.

            Carefully pour the boiling water over the top of the layered cake and sugar mixture. Do not stir; the water will create a fudgy layer underneath the cobbler when baked.

              Sprinkle the chocolate chips on top of the entire mixture, allowing them to sink slightly into the hot water.

                Bake in the preheated oven for 30-35 minutes, or until the top is set and a toothpick comes out with moist crumbs (but no wet batter).

                  Allow the cobbler to cool for 10 minutes before serving.
